Where's the replacement for the Pavilion?

It's many years since the Tory-run Dacorum Borough Council pulled down the Pavilion venue with promises to rebuild it.  In all the many failed "regeneration" plans we've seen over the last few years - using consultants costing a fortune to council tax payers - and in the new plans cobbled together following the disaster of the Morrisons pull-out, there's still no mention of anything like the Pavilion.

What do you think - should the Pavilion be replaced?  Will the Council's plans make any difference to the Hemel town centre?
